When officers were trying to arrest Smith for indecent exposure, he fought back, adding additional charges of assaulting an officer and resisting arrest with violence, Panama City police said.
Witnesses said that Smith, was standing behind a fence at 2800 E. Fifth St., and was waving to shoppers in the parking lot while pleasuring himself.
