Information obtained from Govspend, a public portal that tracks and analyses government projects, has exposed how Tijo Zara Boryo, an assistant director with the National Institute for Legislative and Democratic Studies (NILDS), was involved in contract racketeering to the tune of ₦98,156,284.5, violating the Code of Conduct Bureau and Tribunal Act.
The act prohibits public officials from owning or running a private company while being employed as full-time staff. However, such laws do not apply if the company or business is in the farming sector.
It was discovered that, using his company, Ecarg Projects Limited, Tijo Zara Boryo received payment from the federal government for contracts he executed with his company.
It was discovered that on 25, March 2024, the Federal Ministry of Agriculture and Food Security – (Hqtrs) made a payment of ₦64,195,121.93 to Ecarg Projects Limited for the supply of farm inputs (creates for parking farm produce and rain boots) in Keffi store, Nasarawa state
Moreso, on 31, December 2022, the Federal Government College (FGC), Billiri, made a payment of ₦18,254,119.37 to Ecarg Projects Limited for the renovation of 1 no. of 6 classrooms and 1 block of 4 classrooms for FGC Billiri
Additionally, on 30, November 2023, the Federal Government College (FGC), Billiri, made a payment of ₦15,707,043.20 to Ecarg Projects Limited for the renovation of two (2) flats of staff quarters in FGC Billiri.
Findings reveal that Ecarg Projects Limited was registered in Abuja on November 30, 2011, with registration number 997493.
It was discovered that the company has three key management staff, including Mr. Tijo Zara Boryo, an assistant director with the National Institute for Legislative and Democratic Studies.
