While other Nigerian lecturers in public schools continue to wail over low salaries and poor compensation packages, the story is different for Dr. Ibrahim Samaila Malgwi, a lecturer in the Department of Physiology at the University of Maiduguri who is living large courtesy of his corrupt antics.
Records at our disposal indicate that on 10th November 2008, Malgwi floated a company called Samema Investment Limited. We gathered that even though the company’s status is unknown, implying tax evasion, Malgwi has been using the company to collect contracts from federal coy.
According to our findings, between 2019 and 2024, Samema Investment Limited has received inflows of cash in series of tranches to the tune of N1,514,925,715.15 as payments for contracts.
Investigations revealed that these contracts were awarded federal coy such as, Federal Ministry of Agriculture and Food Security, Federal College of Fisheries and Marine Technology, Nigerian Building and Road Research Institute, Nigeria Stored Products Research, Federal College of Horticulture, among others.
For instance, on 1st February 2019, the Zonal Advance Space Technology Application Laboratory, Plateau State, wired ₦112,121,652.00 to Samema investment limited with transaction description as “None”.
On the 14th of May 2019, Raw Hides & Skin Improvement Centre, Jos experienced an outflow of ₦38,911,914.28 in favour of Samema Investment Limited with transaction description “Capital payment 2019”.
Fast forward to 24th December of the same year, the Nigeria Stored Products Research, Ilorin rewarded Samema Investment Limited with ₦12,879,249.03 as payment for “Rehabilitation & extension of admin building at hqtrs”.
Even though it is unlawful for a public servant to own and run a company in Nigeria, Malgwi continued his illicit business, raking contracts from different government coffers. On 9th December 2020, the National Eye Centre, Kaduna, transferred ₦21,850,000.00 to Samema investment limited “Being part payment of conract awarded to supply table top consteillation vision machine”.
Findings revealed that on 30th December 2020, the Federal Road Maintenance Agency experienced a debit of ₦32,735,414.07 in favour of Samema Investment Limited as “Payment for gen. mtce of kano-bichi-katsina s/b in kano state rel. to mtce of kano-dambatta-daura jigawa s/b road (ch.0+000-19+500) in kano state c/no gm/19-166 cert 1 (f)”.
We gathered that on 26th March 2021, the Nigerian Building and Road Research Institute, Lagos transferred ₦37,279,653.17 to Samema Investment Limited “Being payment for the construction of rural access roads lamingo and environs plateau state as per brri/1029/s.41/1/96”.
Skip forward to 26th November 2021, the Zonal Advance Space Technology Application Laboratory, Plateau State, sent ₦43,571,511.63 to Samema Investment Limited “Being part payment to samena inv ltd for constuction of zastal langtang”.
Records have it that on 26th January 2022, the Federal College of Produce Inspection and Stored Products Technology, Kano, witnessed an outflow of ₦57,469,521.26 in favour of Samema Investment Limited as payment for “Supply of strategic empowerment in chibok damboa and gwoza”.
It could also be seen that on 25th October 2022, the sum of ₦75,116,279.07 left the treasury of Nigeria Stored Products Research, Ilorin, in favour of Samema Investment Limited as “Part payment for supply and installation mini-grid in bali lga taraba central senatorial district, taraba state”.
The trend continued in 2023 as records have it that Malgwi’s company was paid ₦64,817,765.24 by the Federal College of Fisheries and Marine Technology, Lagos, on 31st October 2023 “for construction and asphalting of 2.5km rural roads in Kaduna State.”
An inventory of 1st November 2023 revealed that Malgwi’s company was paid ₦54,055,795.90 by the Nigerian Building and Road Research Institute “for the construction of kano state zonal office new extention as per brri/1038/s.544/1/pg 92”.
We furthered gathered that on 26th March 2024, the Federal Ministry of Agriculture and Food Security wired ₦85,454,545.46 into the account of Samema Investment Limited “Being payment for the emergency supply of rice, maize and millet to babura/garki federal constituency Jigawa state”.
